You can hold freebie for time being and divert the funds this is option

State can ask credit to RBI or Central government

The vaccination policy is total failure.

India, the vaccine manufacturing capital of the world, doesn't have enough vaccines to serve its people. Its a huge joke.

Except US which got 3 vaccines producers no country in the world has enough vaccines for it population...India is in better state until 2nd wave hit...Union govt n state govts should have better prepared to handle the wave ...Serum which si world's largest manufacturer of vaccines doesn't have a vaccine of it own..it is only a manufacturing and it is using 50% of it capacity to Indian needs till 2nd wave hit...they even got a legal notice from Astrazena before 2nd wave that they are not providing enough vaccines as per their agreement...SERUM invested its own money ( it is private owned fully)  to manufacture the vaccines which it started last August even before the vaccine is approved. It took a huge gamble in doing so and most of the vaccines we used initially to vaccinate n sent are manufactured last year...You just can create vaccines over nite which is reason even western countries are not doing it...Sadly we all are in bad state now as we are seeing our loved ones suffer but appreciate the effort who are doing their best n critize the actions or people for their short coming...SERUM is giving vaccines for 300 rupees for states now which are $28 in Cannada and Europe. Still people are blaming him even after taking a huge risk by spending millions of his own which saved many lives not only in Indian but around the world...there many countries in the world even today who didn't get not even 1 vaccine and many got due to Indias generosity but sadly it costed us too because of unexpected 2nd wave. Also most of vaccines India sent are part of UN initiative....even Pakistan got them but not directly from India but through WHO.Hope these tough times can pass through sooner.
