Anyone can be fascist. Sri lanka is not facist because its language based it is aryan pride of sinhalas which did it. Sinhala language is the one that created the buddhist nationalism you see in modern SL. The religious, ethnic bigotry of the srilankans is closely tied to their language. 

No other group in the world speaks Sinhalese language.. Its that insular, and thats where the bigotry comes from.

is Sinhala language politicized as superior to Tamil in Srilanka? It absolutely is. The bigotry from sinhalese may be centered more around ethnic and religious identities but the language hasn't done sh1t to create a conducive environment.
