MH , Raj , UP & then Guj is the order...

 Guj was in fact delivered the highest doses of vaccines as percentage of their population in the first batch. like insanely high, because it has a much lower percentage of people over 45yrs.

the allocation is random, which later center justified saying that it will henceforth be based on vaccination efficiency and wastage and whatever bs.

but it was never based on seriousness of spread in an area. lol.
