But how? who's gonna pay? Its not gonna work unless govt takes over private hospitals for a couple months, something no state has yet done.

There is nothing wrong in borrowing money for public interest

there is no need to borrow, if you can take over private hospitals for a couple of months.

who decides who gets to treat themselves in private hospitals, and who gets treated in public hospitals?

Govt should run all available hospitals in the state right now. States should already have done it by now. They are busy doing PR about including private treatment under public insurance etc. 

I have no idea how Rajasthanis will get private treatment for free... It is simply unworkable.
