 most rich Indians migrate to UK/Sing, and people who use eb5 are probably those who were already living in US and made their fortune in the US. and perhaps they would be aware of all these visa categories.

Eb5 maximum used by people outside the US. Adi rule emi kaadu but last decade lo that has been the trend. There are several big infra companies that structure their projects with EB5 in mind primarily. Orlando soccer stadium, Jersey City lo Kushner's high rise development etc. These fellows tie up with high profile politicians and even "invite" them to conferences where the target audience is. For instance 12-15y ago China was the target, recently India.
