SII's vaccine was developed with Oxford-AstraZeneca's money, and they will not tolerate government interference in the supply chain. For political reasons, government can say, it is vaccine diplomacy et al, but the fact is that vaccine contracts are made between XYZ country and manufacturers. government does provide some grants for a small amount of vaccines for exporting to other countries, but that is just a small number. We can arm twist these countries to thank us for providing vaccines, despite them paying the companies

SII-Astra Zeneca are now facing heat in EU. They may be subjected to action for not fulfilling the demand.

This is the reason why SII is now setting up a plant in UK to produce fulfill their contractual agreements to avoid back lash because they cannot export out of India. 
 

If it wasn’t for SII-Astra Zeneca, India would have left with just few lakhs of Covaxin doses. Remember, SII is largest producer of vaccines and without them, Indian cannot continue its vaccination program.

What are the different categories under which export happened ?

Export of Vaccines happened under three categories.

- Grant : Humanitarian approach by GOI.

- Commercial Export - Agreements made by Company, not under the control of Govt.

- COVAX program - WHO Initiative.

Already AstraZeneca Has Sent Serum Institute a Legal Notice Over Delays in Vaccine Supply.

“We are hoping this is a temporary measure. Once the situation in India cools off, (vaccine) exports can pick up pace. In two months, we can review all things based on the situation in India, so that we end up doing what is good for India and the globe," he said.

Recently, Seth Berkley, CEO of the GAVI alliance, said India will now make a smaller number of vaccines available to the world due to the spike in COVID-19 cases in the country.

“We had expected, in March and April, about 90 million doses, and we suspect we’ll get much, much less than that, and that is a problem," Berkley said.

Gavi and the UN-backed COVAX programme are working towards ensuring distribution fair and equitable distribution of COVID-19 vaccines to every country
