It’s depends on what you want . I’m working for state from 2010 . 
drawbacks : 

Mostly No WFH

Boss don’t take any risk for you. Just they give you $ as long as budget approves.

Most of them don’t use latest tech stack.

Mostly very less learning curve.

Hard to adjust in private sector  once you get used to it.

Pros:

mostly long term projects

laid back work environment 

you will have lots of dependency.

no politics, no micro management.

once I get GC I want to try multiple private jobs. Prastutaniki ala lagistunna

State job better..pay takkuvaina..was in one for 7 years..there was work for the first 3 years ,next 4 years nothing except maintainance tickets. Went weeks without work...full time vuntundhi..

Check which of the two is less stressful....

It's not matter of $5 difference in billing....but....which one you can perform well....and grow .

...long term is good....

budget unte....good...

project....value....

Team....manager...team lead...colleagues...etc etc...chusko....

Also....client location....cost of living.

If it's work from home for both....join 2 projects.....and work for few weeks....and decide....which one suits u better.
