it’s like, self certification. To set up a medical college, there are some rules laid down like area, bed capacity, teaching facilities, etc. for example, to set up a 100 seat medical college, minimum of 25 acres, atleast 500 bed hospital, a quarter of them intensive, different specialisations, faculty, student accom, rural or urban area etc.

Itla requirements satisfy chesthe, final permission is more life self certify anattu...its very easy to set up a Govt Medical Colkege than a private one as it is capital incentive. 
 

if state itself is setting up a medical college, they will build as per the norm and requirement so availing permissions will be more like a mere paper work and procedure.
