I mean they did develop Gujarat a lot , atleast infrastructure , industry wise but ignored social development . 

That's not the matter here , gujrat is insignificant to the larger scheme . Whatever happens there won't affect country as a whole

 It's pretty common for politicians use national , regional feelings to escape failures.

For example our dear leader for caught in vote for note and tried to make it an Andhra vs Telangana issue but in reality it is TDP purchasing MLA votes
