Jagan is going out of the Law/ Constitution and so the courts are accepting the petitions against it 

For example - Regarding House plots, Jagan govt added a clause saying the person who gets the house plot can sell it within 5 years etc, but as per law of the government donates a plot then they can’t sell it (make capital gains on it). So courts interfered here. 
 

Another aspect regarding the plots is YCP leaders bought the acres of land from poor at a cheap price and then the Dostrict collector has given orders to procure these lands from YCP leaders at a very high cost (many times more than market value) - Happened in Godavari district and Vundavalli gave a detailed analysis on this scam 

 

Another aspect is allocating the plots in the areas where TDP is strong to poor who hail from community that are supporters of YCP so that it helps to break the TDP majority and YCP to win seats etc. I suppose this is not against law as government can give lands to poor even if they are from different part of the state etc. but TDP is fighting on this to check YCP game plan 

 

Regarding allocating of funds, AP will get the funds from center as per the constitution statues and there is nothing TDP can do to stop them. YCP is able to get the Monies and also borrow the monies from banks etc. RBI did not cause any hurdle etc. it asked AP Govt to spend X % of borrowed money on Infra development rather than giving away to poor in name of schemes (RBI has the right to dictate this) 

 

To be honest it was YCP who tried to stall funds during 2014-18 

Vijay SAI reddy lobbied to stop release of Polavaram bills that State has already paid to get the work done 

YCP leaders wrote emails to world bank not to issue loans to Amaravathi or State infra structure development etc.
