They are not paying upfront or atleast by tuition due date. I know a student who came to US through this without any backup financial support. They didn’t released funds on time and has to go through lot of trouble, almost planned to return but locally some people helped to pay tuition

that is one issue.. 

the main issue is why only certain section of ppl are eligible..

I think its hard concept for you to get, inspite of being published in Nature .. lol... but the govt exists to benefit its people. Literally the govt's job is to make the life of its citizens easy.

becoz majority coming to usa are either commode or teddys and very few sc/st
