Yes , even Chennai gets lot of drinking  water from desalination . 

It's not cheap though and requires constant maintenance , main problem is agriculture , industry cannot really afford  the desalinated water

Andhra border kada minjur lo first plant kattaru , they plan to  have four plants in operation soon.

But as I said the plants need continuous energy and maintenance which is why they still want free krishna water if possible
