Is the plant producing flowers ? If not you got  bad plant that can't produce fruit in your soil/weather 

Try giving it NPK fertiliser high in potassium and regular watering .

Soil basically consists of liquids, gases and minerals and helps hold water.

In hydroponic, they supply nutrients via water. 

Usually its safe bro, as long as they maintain it. Water in hydroponic systems needs to be discharged periodically, as the salts and chemicals build up in the water, becoming toxic to the plants.
