The period before independence in early 1947 was impaired by outbreaks of communal violence and political disorder, and the opposition of the Muslim League led by Muhammad Ali Jinnah, who were demanding a separate Muslim state of Pakistan.[109]After failed bids to form coalitions, Nehru reluctantly supported the partition of India, according to a plan released by the British on 3 June 1947.
 

 

What measures he took or process followed in guiding people to move from respective countries at least from 3rd June 1947

You fail to recognise that the newly formed govt has no machinery under their control .

British Raj still had considerable power and they are the ones who drew the partition plans without consulting the parties involved.
