It's not a bad thing IMO. Why should the Government own profit making corporations? The Government shouldn't be making any money other than the money it gets from taxation.

In order to prevent this kind of corruption bullshit in a country that is incapable of running without corruption, it is a good idea to make Government as powerless as possible, and the only way to make Government powerless is to ensure that the Government doesn't own any profit making organizations.

Government is able to indulge in corruption because the Government owns profit making corporations. The corruption involved in Vizag steel plant is possible because the Government owns it and some politicians are making money selling it now. If the Government doesn't own property (aka land or industries) corruption will mostly happen from the income that it gets from taxes, which is very low in this country given that less than 5% of the people actually pay tax.

Em matladutunnav, the reason Jagan is able to indulge in corruption is because the AP Government owns property. The state will be a joke if it has to only live on taxes. No one in AP pays taxes. The state is a joke, if not for the income it can make selling what it owns.
