In a academic standpoint that makes sense , foreign capital will invest in these assets and create more value . 

But I fear indian cronies will take loans from PSU and corner these .

I dont understand. Create value for whom and what? It's just a stake sale, which is most likely not going to be invested back into the business whose assets are being sold.

So where's the value created.
