The point I am making is slums are a direct result of unaffordable housing in urban areas . The people who encourage slums are hailed as heros of the poor in india . 

Go and look around vijaywada some areas have TDP slums , some areas have congress slums .  

Instead of providing affordable housing for rural migrants our politicians become heros heros by encouraging and protecting slums. 

Ofcourse indian law / system is to be blame for this because it's present everywhere in india 

They are not slums - are you crazy ? Even if slums are there people tend to be upset about it and want to do something about it. Unlike you giving a clean chit to amazon. you think it is normal for people to live in extreme poverty next to riches - that comes from caste system.

Look at all of Latin America even richer countries than india like brazil have slums(favelas) everywhere around cities 

All big African cities have slums everywhere , Pakistan, Bangladesh  have slums . 

Even most SEA nations have slums around cities.

The only countries without slums are ones where government have well crafted policies that provide some kind of affordable housing with adequate funding .

Yes latin america follows caste - its portuguese word casta - they have graded races.

Laitin america/pakistann/india etc are slummy because of its society - nothing to do with govt or policies. It is their culture to have slums.

I dont think vietnam has. philippines maybe. But even among all indian slums are just the worst of all. the dirt, the mud and gut wrenching poverty.

Just google Saigon slums , but the main difference is their government can remove slums overnight . It's not possible in india

saigon slums are not slums - come ne. You showed china cities as slums which are multi storied concrete and steel buildings with sanitation and all urban facilities. There are poor places in the world everyday. slum is different - it refers to shanties with completely informal settlement overseen by non-state players (local rich guy or slumlord)- with no urban infrastructure whatso ever.

Older indian slums are also like that in many places where the economic conditions improved . 

Most slums in in AP have toilets , drinking water connections,roads  and pakka buildings . 

Like you said they start out bad under local slumlord but conditions improve over time.
