The only countries without slums are ones where government have well crafted policies that provide some kind of affordable housing with adequate funding . You showed china cities as slums which are multi storied concrete and steel buildings with sanitation and all urban facilities. There are poor places in the world everyday. slum is different - it refers to shanties with completely informal settlement overseen by non-state players (local rich guy or slumlord)- with no urban infrastructure whatso ever. Older indian slums are also like that in many places where the economic conditions improved . Most slums in in AP have toilets , drinking water connections,roads and pakka buildings .
