The main justification US went into Afghanistan is because of al Qaeda not Taliban. They don't care about rag tag group of ethno religious nutjobs. Taliban was never the target

Third reason is US has to sustain the image of being the "good guy" , if they really wanted Taliban dead they could have rounded up all the pasthuns in rural areas and slaughtered them . Military capability was never the reason why Taliban won 

Another big reason is the so-called "afghan government" never represented the rural areas much like how the mainstream media / social media only represents a small section of urban population in india. 90% of Afghans don't even know what 9/11 is and why foreign troops are inside the country .

You could write a million more reasons but the point is US was never going to win in  Afghanistan  no matter what
