YSR used that money for welfare and there were good rains. Other factor was the boom in global economy and Indian economy between 2004-2008. There was real estate boom as well. ysr started many projects without providing enough money. he gave advances to contractors. contractors used that money in real estate and got good profits. he allowed contractors to design projects. we are witnessing ysr misdeeds in pulichintala quality. he knows he wont complete any of these projects . he announced projects wherever possible to get votes in that area. farmers knows the importance of water. farmers appreciated ysr efforts in irrigation. farmers thought somehow ysr will complete projects. his untimely death helped to build his image in farmers.

cbn basically urban centric. he likes beautiful tall buildings , metro rail, wide roads etc. he wants 200 meters wide road for amaravathi anantapur expressway when the busiest delhi agra expressway (including future expansion) width is 100 meters. he prefers short cuts in irrigation. he tries to reduce canal width and scope of project. he prefer drip irrigation over distributer canals.

conclusion:

ysr good at project scope but his corrupted practices leads to quality issues. he announces projects for political compulsions without providing enough resources. he can not complete any of the announced projects.

cbn tries to save money by reducing project scope. his approach wont serve ultimate purpose.
