USA allows but India doesn’t allow, there are countries which allows dual citizenships and USA is one such country. Indian OCI is more close to citizenship albeit voter rights and some restrictions on what kind of property you can acquire(similar to green card). If you have an OCI and live 5 years in India you can apply to convert citizenship but you will have renounce US citizenship.
