Kerala was at one time surplus oxygen supplying state and helping other states like Tamil Nadu ..

simple question. why 7000 deaths unreported? for rest of country i am talking abt kerala which according to some sh1tholes is the best managed state. if so many are unreported then what is the difference between kerala and under developed states like UP bihar?
