No, TDP is  not involved in this .

Mostly Maoist leaders  and local tribals run this operation .

Maybe a few police and local leaders get bribes but majority of profits in drug trade always go to the end dealers 

They grow it because it is the only crop that is profitable in the remote areas with no proper road connectivity and capital.
