You are getting confused between theory and practicality…. God exists in all forms (man, animals etc)…

Cow (Gomatha) and Land (Bhumatha) feeds people… so they are considered Godly (not actual Gods)… this is like saying Guruvu daivam tho samanam because he is helping us learn…. 
the essence of this is getting lost (same with any religious text - bible or quran or Gita) when people try to blindly follow and not understand the meaning of it… 

We see mostly ox on the streets and not cows…

Because we see god in those animals only if they are in temples , god photo frames , or festival days or on gruha pravesam day(cows) etc... place and time matters for people and their needs too
