Yes. Say, if he is involved in any incident (like a traffic stop etc) this Blue Notice shows up and may prolong his issues with the authorities. idk

He didnt commit MUDder to directly arrest him...first will be blue notice to declare him self, next follows questioning sections with interpole, if found guilty transferred to india for further judicial activity
