Setting the rate is one thing but having the infrastructure and processes (like mandis etc) to deliver the rate is another thing. Because they do that in Punjab as well. "overproduction" is just your judgement. Any resourceful person can use the stock anywhere. As a datapoint reference china produces 3 times our food grains despite having same population and is still a food importer. why do you think so ?
