It wont make any statistical difference. 1.7 passes commonsense test - most people - even agircultrual laborers are having 2 kids. Since some has 1 kid, some dont marry, some may not have any, some have 3 - the average of 1.7 makes sense.

The problem is in most of the world reduction in fertility rate lead to better care of children born. In india reduction is rapid but child care improvement is very slow. Wasting and stunting is almost 30-40% that means in poor people its 60-70%.

Essentially indian govt and andhra govt convinced poor women to have less children for country while not making sure the less children are better cared for. which cruel country does like this ?

The indian culture which forced women to shave their heads because their husband died or burn themselves to death because their husband died (Sati) is one of the most anti-human culture in the world.

Hmm yeah, as they reduce num of child births, they also should improve facilities for child care.
