If your in laws have a visiting visa to UK, they can travel.

Other wise, people have reported that they are not allowed to travel beyond UK. 
 

Dec 15th nundi international air travel is being resumed to normal levels, if that happens then they can travel seamlessly like everyone used to do previously.

So, I will suggest you to wait and watch. As of today it’s a NO but things will change starting 15..give a call to BA a week later to see if they have any update.
