Not really. 

TDP formed government with simple majority. From the previous election, they have lost about thirty seats and a drop in vote share. Whereas BJP won 7 MP seats, all those seats where vote transfer happened perfectly without any cross voting. 

All the 7 segments in which BJP won, TDP won all the legislative seats and another 30 seats where the winning margins were very slender. BJP did very well in 1999 than TDP. 

TDP could have won 120-130 seats easily, but they would have fallen short of majority if they did not align with BJP. Congress did incredibly well but owing to national sentiments they were reduced to majority, but they have gained the most number of seats.
