us visa appointment book chesetappudu(not DS 160)for H1 in India; this question is being asked

Have you ever been refused US VISA?

 

naa f1 first time is refused in Chennai and later f1 approved and its been years since on h1.

 

Should I answer Yes or No to above question??

Did your most recent application result in you being issued the visa?

Answer will be 'No' I think, as you had F1 and then it is changed H1

There is one caveat in the latest in person interview waiver notification wordings. here is that. 

"Have been issued any type of visa previously; have never been had a visa refused unless the visa refusal has since been overcome or waived; and have no apparent or potential ineligibility;"

You have received the F1 stamping in the second attempt. So, hopefully, that means your initial visa refusal was overcome. I donno how to interpret that highlighted sentence. some one else can chime in.. Or, contact your attorney on this.
