He and his cabinet minster are deing for money what they spent on elections, Khajana already khali and cant put more tax

so cameup with master plan of 3 capitals.

all minister bought land in those alreayd, and kept 3 capitals proposal, sold all those lands with 3x-5x-10x rates.Now 3 capital plans canceled and single capital. 

Now again this minsters MLAs are hungry now new proposal airport and those lands places they only know will sell again for 5x.  

Janalu those bought are gorellu thats it.
