He has a very good reputation in the global intelligence community.. lot of American authors quoted him in their books… all of the previous NSA’s were bureaucrats… he is the first guy from the IPS cadre and worked in Intelligence… that is an advantage.. 

Again, some of the so called stories could be giving him more credit than he deserves…

It was a political decision to release them.. not of some lower rank official (which he was at that time)..

he was not lower rank at that time, he was IB top level … 

the aircraft was not stormed in punjab because there were a top guy family and probably secretary of vajpayee and taw officer in it … even vajpayee was kept in dark until it left Indian air space

He was not a head of IB.. also dealing with the aftermath is always very difficult.. also, India is very bad at handling hijack situations unlike Israel or Russia… Israel doesn’t bow down to hijackers even if their people gets killed.. In India, the thinking is different.. they want to save people.. 

Doval was part of some failed operations in Pakistan…  I guess those didn’t stick to him or brought a bad name to him… in fact, most of these counter terrorism operations don’t come out.. 

Do you know that some of the successful commando attacks to rescue Indian hijacked planes were made by Pakistani commandos  in Pakistan..

Vajpayee has crafted a policy afterwards not to negotiate with T ever again, if this happens again, flight will be destroyed in air, great leaders change policies for good not to happen again

no negotiations happened in 2008 during mumbai attack, there was a clear cut policy from indian govt set

What was Tomar, then posted as First Secretary in the Indian embassy in Kathmandu, doing in the hijacked plane? The most charitable explanation that I have heard so far at the highest level of government is that it was a “bad coincidence” that Tomar boarded a flight that got hijacked.

Many believe that commandos were not given the go-ahead to storm the plane in Amritsar simply because Tomar was inside it. A proposal to send commandos in was apparently sabotaged by none other than N K Singh, Secretary to then Prime Minister Atal Bihari Vajpayee. Tomar is married to Singh’s youngest sister. Many swear that Singh pulled out all stops to ensure his brother-in-law’s safety!

As is well known, from Amritsar the plane flew to Lahore, Dubai and finally landed in Kandahar. Tomar’s presence in the hijacked plane remained a tightly-guarded secret known only to a select few in the Indian establishment. But it didn’t remain a secret for too long.

On 27 December, while 1C 814 was stranded in Kandahar and negotiations were underway for the release of hostages, Pakistani Foreign Ministry spokesman, Tariq Altaf, gleefully announced before the international Press in Islamabad that RAW officer S B S Tomar “is on board the hijacked Indian Airlines plane and he is guiding, directing and controlling the five or six hijackers”.
