The settlements are 100's of years old , it's not possible to remove them without taking a huge hit politically

Its not possible to maintain such grand structures pristinely in a democracy

Those houses , shops are decades old and there's usually laws that protect their rights to squat 

Govt has to pay huge amount to vacate them ,mand most people won't accept any amount of money to leave it. So police action also required for eviction 

I have seen in Sri kalahasthi itself , more than thousand families live near temple on govt land. They tried relocating them to other place but it never worked out. 

Sri kalahasti is the grandest temple in both telugu states as far as I know

This is what happened in tirumala during NTR reign while PVRK Prasad was EO ... It created huge rukkus as they kicked out all the shops and families that settled around the temple..

Tirumala was a easy affair because the settlements were fairly new due to poor road connectivity before ghat road
