strong local body is not some magic pill. the capacity of local govt to create value is largely constrained without the presence of a bigger govt to back it.

that's why Toronto - easily the largest city in Canada has to beg for provincial and federal funds to improve its transit infra inspite of generating close to 25% of canadian gdp, whereas Ottawa is getting its transit projects ratified in a hurry, with its sparkling new metro.

The job of the state (national or state govts) is to pool resources towards a cause that transcends specific regions in the state. Because face it, individual cities can never reach the critical mass to be able to do it.

Indonesia is now building a new capital in the middle of nowhere in the next 5yrs. It has everything to do with the ability of the state to be able to build it or not. Its my view that AP can't build it without central funds. devolution will work for governance issues, not for investment in infra.

A strong identity of people based on what people themselves cherish and actually use in daily life - language, freedom from birth based discrimination is what protects them from rss and congrss liberals. This proofs them from constant manipulation of their emotions based on religion and relentless confusion deliberately targeted in their minds  by so called liberal media.

A state must work on these actual identities then it can give power to anything it wants - no rss and congrss vultures can take it.

RSS thrives on centralized indian identity and indian federal support. This allows it to divide rest of indians in to small regions (like breaking up larger states) and make them weak so it can prevail over them. You can clearly see that apart from cowbelt RSS dont do well in large states.

It has poor support even in maha as it is seen - correctly - as chiptavan brahmin lobby. weakening the power at indian federal level is best way to weaken rss.

And BJP itself is not bad if it get rids of RSS. Thats one secret of modi success - he managed to neutralize VHP gatra in GJ and has frequently stood up to RSS. In areas where RSS held to its stance like maha CM issue they lost.

I've seen dravidian supporters become outright racists referring to north Indians with epithets.. North Indians who come to work in TN. 'pan parag waala' 'pani puri wala' 'vadakks' etc. And DMK's elites don't even endorse or encourage such behaviour, yet it continues.

Many Individuals dont have the power to make their own identities, you cant choose to be an american - for example. without going through a rigorous process. Neither can they choose to be gujju because they are in power nor can they become a kamma because they want to go in to Telugu film industry.

Dravidian supporters can be boorish, rude and unpleasant but cannot be racists. Racism requires power structure to enable it. They have no power on Up and dont legislate anything on UP but a UP mantri can because they have huge say in parliament through numbers and a massive cultural comfort because parliament accepts hindi as default language.
