He was a rubber stamp nobody ,  He had no power over any MLA or ias officers but that's also a blessing in disguise 

There was wholesale corruption, but Corruption was very efficient under him . Almost every industrialist , contractor got what they wanted after paying danda

The proposal itself is almost 30-40 years old , it got in principle approval in 2008 and work started but works stopped in 2010 as state did not allot much funds. 

Same situation for 12 years now , i believe indian railways will not fund loss making passenger lines anymore

Yes kadapa banglore is not profit making as kadapa dont have linking to other cities 

nadikudi srikalahasthi has major stake in andhra railbudget

No new passenger rail line will proceed forward in Andhra for next 20 years as the state govt will not spare money for them  

Even for nadikudi - srikalahasti line was not given single rupee by state govt until 2021. Edho last year konchem land acquisition costs pettaru anta but still way behind commitments

Actually he played a role in state division.
