Exams, they are changing one-one to multiple languages.

adhi vallu choosukuntaaru. Nuvvu evadivanta decide cheyyaddiniki vallu em bhasha lo matladalo ? The govt job is to protect culture of people and govern them with dignity which is possible only when you govern them in their mother tongue (with some minor exceptions here and there) .

Delhi/mumbai poyedhi naa avasaram. Nen deal chesukunta. For most people they want governance in a language they understand, education in a language they understand OR provide them careers. People dont decide to take entire subjects based on travel plans.
