It is like prepaid interest. 

You pay for points - in exchange you get a lower rate. 

If you have plans to stay in that house for a long time it will make sense. Otherwise it may not.

From my experience, you should check your local bank rates. It really differs depending on what country you live in. For example, for France 2,5% is a really good one for 15 years, but in my home country it will be 5-8% for 15 years. Mortgage is a very messy and muddy thing, where everybody tries to rob you: the bank, the agency, the broker, etc. You should do lots of research before you sign anything or consult a professional. Mortgage Advice Cambridge has helped me a lot actually, before them I was ready to sign a totally unprofitable contract.
