The existing unplanned neighborhoods, nothing much can be done to change the situation. Eg: Busy areas like Abids or Koti, Do you really think govt can acquire private properties and build common amenities like parks etc ? 

But new and upcoming layouts and new developments have a different scene all together. They come with such amenities. One people start paying HOA like fees, facilities will improve gradually.
