most of the cases, they’ll ask you to pay first semester fee after orientation day 

3. is it better to convert inr to dollar , if so whats the affordable way to convert ?

since you're in US and can set himfor loan, you can take a loan here and pay - Option 1

InIndia he can apply loas SBI Andhra bank, HDFC etc, and can pay  school fees

2. we just need to pay initial semester fee or the entire college fees at once ?

Initial sem, college will let you know all dead lines, just have to pay by that date

you can go for ay money exchange center in India, compare 3-4 exchange centers, and go for the cheap conversion rate

Interest and all depends on the bank that give loan, be it US or India, which ever works out for your cousin, like less interest fees go for that
