So does it show even if we don’t login with our cgi portal login?

Seems like you need to install a chrome extension and login to your visa portal. Then it takes snapshots of availability calendar and sends to their servers. They display that information for everyone. So it's crowdsourced.

Correct. Even if you don’t login you can see the screenshots of others, how many times depends on your contribution.
