I think we do not need to worry about Inheritance Tax, we need to worry about Capital Gains Tax (not sure whats similiar thing in USA). In the UK, when you sell your property, you need to pay Capital Gains Tax on the price difference (profit) you gained from the time you purchased the house.

Inheritance tax is fine as anyway the house price will go up after some 20-30 years and our kids should not worry too much about that 10% Inheritance tax, in my opinion.

But why pay if you can avoid it. PA is one of the 3 or 4 states in the whole country that has inheritance tax fundaaa. Capital gains is even applicable in vomerica. However for long term investments the capital gains tax is less. Unless you liquidate you will not pay capital gains tax too. There are some loopholes in it.
