Hmmm.. infra is only one part..

Consider these for overall development..

1. Are public services improved eg

a. healthcare,

b. Education 

C. law and order

d. Judicial

e. Services from Govt offices

2. Are policies serving in best interest of ppl?

3. How is the overall budget allocated, spent?

4. Corruption, 

5. Infrastructure 

6. Overall quality of life.

Certainly bad if not worst in several aspects.

Look at the cost of this infra.  Say An exceptional building in HYD costs few hundred crores. And see how many such buildings are done.  

Typically irrigation projects, roads and bridges cost more than a building. 

I am not denying it wasn't done. I am trying to say how to compare.

Please don't compare TG with Andhra.

Those are 2 different states with different issues and at different stages in their life.
