Do you think Hyderabad police or any state police will every use bullet proof jackets? Even those jackets protect your chest area and not any other body part like head or hands or below torso. Even if they have them, they will be locked somewhere. Most of the first responders on that day are from crime branch and regular police who braved their lives to kill them. 

that was the first time such an attack had happened on public places and I am not surprised that the police or the govt was not prepared to handle it. 

don’t compare with US.. here there are a ton of guns and lot of gang wars and gun violence happen every day due to various reasons. Police are trained to handle such incidents and there are special swat teams too. In addition to that there are federal agencies like FBI too.
