Anta Assamey
Chief Minister Y.S. Jagan Mohan Reddy is likely to take full advantage of the support his party is lending to the BJP for the Presidential elections. There is buzz that the CM is in a bid to make the three-capital proposal a reality by seeking the Centre’s help for declaring Kurnool as the judicial capital of Andhra Pradesh, in return to the YCP’s support for BJP’s Presidential candiadate, Draupadi Murmu, an Adivasi. Jagan had put forward the proposal of three capitals in 2020 itself but due to several legal issues and the pandemic, there was no progress in this direction. The AP High Court made it clear that the state should continue with Amaravati as the only capital of Andhra Pradesh and the farmers also staged a prolonged protest demanding the same. As a result, there had been delay in moving ahead with the formula. According to Jagan’s proposal, Amaravati should be the legislative capital, Vizag the executive capital and Kurnool the judicial capital. As the legislative Assembly is already in Amaravati, it can continue as the legislative capital. Coming to Kurnool, it is likely that the BJP might take a decision on the issue after the Presidential elections because the national party too promised to set up the judicial capital in Kurnool. By declaring Kurnool as one of the capitals, it would be beneficial both to the BJP and the YCP. The BJP can claim to have fulfilled its promise. This would mean the entire problem will be with the executive capital. It is learnt that the CM is preparing a pucca strategy to make it a reality. There is talk that Jagan would shift to Vizag in the auspicious month of Shravana masam and function from there. As the place from where the CM functions will automatically become the capital, Jagan wants to declare the Port City as the executive capital. However, legal hassles will persist but it is being said that Jagan is planning to deal them slowly and realise his three-capital formula soon. It has to be seen how Jagan would deal with the problems likely to crop up from the farmers and the court on the issue.
