85K is the H1B per years, and I hear 250 K GC /Year .. why is there a BackLog.. Whats I mis understood ?

140K GC/yr not 250K for EB base quota. 85K H1b + unknown number of L1 + O1 + EB5. Besides 85K individually given H1b but 140K include average family of 4 behind each of those H1b/L1/O applicant. On top of that add per country quota which renders many countries quota unused except India and China. Thus the backlog
