it is not accommodating at all. what makes you say that? maharashtra is a feudal state, that welcomes money bags, and slaves to serve those money bags. ShivSena is literally a party that was created to maintain marathi supremacy. A party that started as worker union, and gained prominence by attacking Tamils in the area. how accommodating is that?

Kolkata used to be way more accommodating than Bombay. It was spoiled by Partition of India, and by import substitution policy by Nehru. If not for that, Kolkata would've been the financial engine of India. Bombay which was known for its worker activism until independence, only became the place to be after the fall of Kolkata.

southern states.. hmmm.. I think TG is the most welcoming state in south. Karnataka is full of bigots. TN full of social justice warriors. Andhra has next to no infrastructure to host a huge city any time in the near future.
