best way to get dry fish/prawns from india

1)through courier- courier fellow not allowing during packing the courier. Better to hide about seafood and let them ship?

2) through flight- relative first time traveling to usa on F1. is it safe to carry for her in checkin luggage?

where garuda Vega is around 500/kg
