It’s all created by langas to confuse people and win. Ours is federal system and states are created by parliament for ease of administration. States have no say in this because it’s one country. Same applies to municipalities etc..state or central it’s all one together 

us is different as it was built bottom up but ours reverse

What gst on gas is 2.5% .. you are talking about gas and yes Delhi was first to implement it ..after they started implementing it .Bjp stopped those posts on Facebook and whatsapp about state tax on fuel
