Govts have encouraged such illegal encroachments and govt has its own reason why it had to so so…no proper data, no proper plan..

Are you talking about Bangalore or Chennai ? I’m talking about Hyd..

Hyd has limited built drains but many nalas and streams which excess flood water down streams. This formed a natural drain system which emptied to musi or other tanks. Now these nalas or Canals have been encroached time to time and this is the problem. 
 

Due to poitical situation, successive governments have regularized these encroachments. To build new drains or maintain existing, you need to reckon these private lands. This is the problem…and it has no practical solution.

Last time when such an attempt was undertook, govt identified one lakh homes to be acquired to construct storm water drains.

Hyd is similar to bangalore with both being at a higher elevation. Its much easier to build a new drain network bypassin the old natural one that was completely encroached

It's not hopeless as you try to portray it. Hyderabad/bangalore will still flood if there's a lot of rain in a short time, but atleast the water will recede in a few hours with a good drain system.

Chennai is fcuked since its right on the sea level. but flooding in Hyd/Blr is completely avoidable with a coordinated drain system.

that natural drains were encroached, so nothing can be done is kinda defeatist nonsense.
