Pandyas are more mentioned in literature since they helped tamil grow more. Later Cholas insitutionalized feudalism in Tamil society, their revenue system was brutal with plenty of taxes for the non-priestly class.. Pandyas were no better, but they were not as organized in their loot of their own people as the cholas were. Also Raja Raja Chola inscribed his own biography into the temples he built. A lot of the popularity comes from the mythmaking because of the little details left in the inscriptions about how great they were. Plus Raja Raja and Rajendra did expan their empires into south east asia.
