In most cities of the world, windows on a building are a mandate. If I am not wrong, every NewYork building needs to have atleast one or 2 openable windows or some such thing. Read sometime ago. The only exception are in buildings with more than 20 floors where the windows should not be opened for more than 4.5 inches. 

It is surprising that people are making fun of the windows thing. Central Air Condition/HVAC systems unna buildings lo windows undakudadu anedi very old concept. Mixed mode ventilation has been in vogue for more than 20 years now. Infact, the latest trend in the green buildings is to use Solar Panels on the windows.
